Five scrapbooks consisting primarily of newspaper clippings which document the inception of the Iowa Highway Patrol in 1935 under Secretary of State Ola Miller; the activities and training of patrol officers; campaigns to improve highway safety; and the various political battles involving the administration of the Patrol. During Earl G. Miller's term as secretary of state a bill was introduced and passed in 1939 that transfered control of the Highway Patrol from the office of the secretary of state to the Dept. of Public Safety, under the governor's control. This collection documents the tenures of the John R. Hattery, Clint A. Knee, S.N. Jespersen and David G. Herrick as the first, second, third and fourth chiefs of the Patrol, respectively.
